La Laguna Launches Bid for 50 Affordable Homes in Tejina
The La Laguna City Council, through its Municipal Housing and Services Company (Muvisa), has announced the bid for the construction of 50 public housing units in Tejina. This project aims to provide affordable rental options and is backed by a budget of €8.9 million, with a construction period set at 24 months.
Mayor Luis Yeray Gutiérrez emphasised the council’s commitment to expanding the stock of affordable rental homes, stating that families will contribute a maximum of 30% of their income towards housing costs. He highlighted that despite limited municipal powers, they are actively pursuing projects to meet the increasing demand for housing and strengthen social cohesion in the community.
Gutiérrez also noted that this initiative is part of a multi-annual strategy that includes new constructions, rehabilitation projects, and releasing municipal land to enhance the regional public housing supply. He reassured residents that they are discussing actionable projects with real investments.
Adolfo Cordobés, the Housing Councillor and Muvisa president, described the construction in Tejina as a significant step towards a public policy that combines new build, rehabilitation, and inter-institutional coordination. He pointed out the pressing need for more affordable housing in the municipality, noting that no new public housing developments have occurred in over a decade.
Cordobés stated that this bid aims to diversify and sustain a public housing stock to meet community needs, alongside existing projects and the renovation of three buildings for future use.
Domingo Galván, Muvisa’s CEO, explained that the approved roadmap allows the coordination of ongoing and future projects. The Tejina development is a critical element of a comprehensive plan to transform municipal assets into affordable rental properties, ensuring the bid reflects current market realities.
Project Details and Financing
The project will be situated on a 3,586-square-metre municipal plot at the corner of Auchón Street and El Gofio Street. It will feature two floors, a basement, and accessible entrances with elevators. The apartments will include two or three bedrooms, with one or two bathrooms, and range from 55 to 110 square metres, culminating in a total constructed area of around 7,500 square metres.
Amenities will include garages, storage rooms, and communal areas with gardens and facilities for children and the elderly. The development will adhere to energy efficiency and accessibility standards.
Beneficiaries of the housing will be selected based on social criteria shortly before the project’s completion to strengthen community ties in Tejina.
This bid, published on the State Contracting Platform, revives a previous attempt made in December 2025, which was abandoned. The budget has increased by over €1.8 million, marking a 25.56% rise from the initial proposal to ensure viability in the current market.
Funding will come from the La Laguna City Council, the European Union via the European Regional Development Fund (ERDF), the Canary Islands Housing Institute (ICAVI), and the Urban Planning Management of La Laguna.
Expanding Public Housing Supply
The Tejina development fits within a broader municipal strategy aimed at enhancing the public housing supply through new constructions, neighbourhood rehabilitation, mobilising empty homes, and collaborating with the Canary Islands Government. This year, the city aims to boost its public housing stock—which currently has 70 units available for affordable rental—by over 200%.
Plans include a new public development of 29 units in Gracia and the renovation of 21 recently acquired flats across three buildings in La Piterita, La Cuesta, and La Salud Alto-El Rocío, focusing on structural adjustments, accessibility, and energy efficiency.
The municipality is also engaged in residential rehabilitation projects, managing several million euros in various programmes, including funding from the Next Generation EU initiative for the rehabilitation of 438 homes in El Cardonal, representing one of the largest investments in residential rehabilitation in the Canary Islands.
Overall, La Laguna oversees more than €81 million in housing and rehabilitation projects and will allocate over €20 million of its own funds between 2025 and 2027 to reinforce its housing strategy, underscoring the city’s commitment to building a strong, diverse, and sustainable public housing sector.
