The Canary Islands Government has approved proposals from Lanzarote and La Graciosa to develop Modernisation, Improvement and Competitiveness Plans (PMMI) for Costa Teguise and Playa Blanca. This decision was published on Tuesday in the Official Bulletin of the Canary Islands.
The regional government has also authorised cooperation agreements with the islands’ council (Cabildo) to oversee the preparation of these plans. Although both processes follow a similar administrative route, they pertain to different municipalities. The publication of the resolutions opens a 30-day window for public and private stakeholders to understand the scope and objectives of the plans and to contribute any additional initiatives. The council will be responsible for formulating the plans, which they can do with their own technical services or through external contractors in line with public procurement regulations.
The PMMIs are urban planning tools set out in Canarias’ tourism legislation. They allow for the modification of existing urban regulations to facilitate urban and building renewal. Importantly, the regulations state that these plans cannot classify or reclassify land without prior municipal agreement.
In Costa Teguise, the council aimed to develop the initiative in September 2024, and the Teguise Town Hall expressed its support for the project in June 2025. This new plan will be the third modernisation effort for the tourist area, following one approved in 2015.
Similarly, in Playa Blanca, the council’s initiative was also agreed upon in September 2024, with approval from Yaiza Town Hall mentioned in a decree from February 2025. Aims for this plan include enhancing the quality and classification of tourist establishments, controlling residential development in tourist areas, and improving the overall image of the site along with its public services and facilities.
It’s important to note that these initiatives have yet to receive final approval, as their content will remain subject to further reports and procedures throughout the process.
