The Presidency Department will hold the fourth CITER Forum on 15 October at the Casa de la Cultura in Los Llanos de Aridane. Organised by the General Directorate of Transparency and Citizen Participation, this event focuses on the exchange of experiences and knowledge related to citizen participation and innovation in public management.
The forum will gather representatives from various public administrations, professionals, and experts to explore practical ways to involve citizens in the design and development of public policies. Participants will also learn about existing participatory experiences at different administrative levels.
A key highlight will be a presentation by sociologist Ernesto Ganuza from the Institute of Policies and Public Goods at CSIC. He will speak on “Participation to Make Policies with Citizens,” discussing how to integrate citizen participation into public action.
The forum will feature informative sessions showcasing initiatives related to participation and territorial development. These include the Government of the Canary Islands’ ‘Islas Responsables’ Lab (IRLab), ADER La Palma’s experience with ‘Participatory Local Development Strategies’, and the initiative ‘Canarias Experimenta: Citizen Laboratories’.
Additionally, there will be a panel discussing best practices in citizen participation, featuring representatives from the Cabildo of La Palma, Cabildo of Gran Canaria, and the town halls of Las Palmas and Santa Cruz de Tenerife. This will allow attendees to explore real cases of participatory processes initiated by various administrations, discussing methodologies and lessons linked to tools like public consultations and participatory budgeting.
The programme will also include a workshop led by Ernesto Ganuza on “How to Include Citizens in Public Management: Micro Participatory Processes.” This practical session will delve into tools and methodologies for developing adaptable participation processes suited to public administration needs.
With this fourth edition, the CITER Forum aims to foster connections among administrations, professionals, and citizens around more open, collaborative public management, encouraging the exchange of experiences between institutions.
Previous editions took place in Tenerife (2023), Gran Canaria (2024), and Fuerteventura (2025).
