The PSOE party in Lanzarote is set to present a motion to the Cabildo demanding an immediate investigation into Amavir for failing to meet staff ratios at its care homes in Tías and Haría. The motion also calls for the recovery of financial losses incurred due to staff payments that were not actually delivered.
Ariagona González, the PSOE spokesperson, labelled the situation as “unacceptable,” questioning why the Cabildo has failing reports but has not imposed any penalties. She urged Oswaldo Betancort to explain the lack of accountability toward the company.
The motion cites twelve supervision reports from the Tías residence between February and May 2026, highlighting repeated staff shortages. One report noted just two to six care workers for 124 residents, instead of the required nine per shift. It also mentions the absence of a doctor for about a year and various issues such as pressure sores, urinary infections, falls due to inadequate supervision, and medication errors.
In Haría, another report indicates that staffing levels were also inadequate, with only two direct care staff on duty at night, no doctor present, and a resident experiencing convulsions due to a medication error.
González has emphasised that families have the right to know their loved ones are receiving necessary care, adding that the lack of staff undermines the quality of service provided. She stressed that the Cabildo must enforce service conditions and act on the deficiencies identified by its own professionals.
The PSOE reminded that failure to comply with staffing obligations is classified as a very serious infraction, potentially attracting fines of 10% to 15% of annual gross revenue. Based on 2025 figures included in the motion, this could amount to between €294,118 and €441,177, depending on the percentage applied.
They also demand that technical services compare the projected personnel costs in Amavir’s proposal with the actual amounts spent at each centre to determine what can be claimed back. The PSOE proposes requiring financial documentation, pay records for the last five years, and a breakdown of the average workforce by professional categories.
“Every public euro allocated to the care of our elderly must ensure their well-being. If payments were made for staff that were never provided, the Cabildo must quantify that amount and seek its return,” stressed González.
Additionally, the motion suggests that if non-compliance continues after the investigation starts and there is a request for correction, the cancellation of the contract should be considered as per the contractual terms.
